Deng Yali said in her speech that in 2013, China's meridian rate was 88.98%, of which the meridian rate of car tires was 100%. In recent years, China's major tire enterprises have carried out the R & D and production of green tires, but there is no mandatory standard for green tires in China. Last year, China Rubber Industry Association completed the project of "Research on green tire industrialization" approved by the Ministry of industry and information technology, and on this basis, organized and formulated the industry self-discipline standard of "green tire technical specification", which was released in March this year. This makes China's green tires have quantitative standards and clear definitions, and lays a technical foundation for the development of China's green tire industrialization. In the future, the association will implement non mandatory product classification for green tires based on the self-discipline standard of green tire technical specification, hoping to promote the establishment and implementation of the labeling system through the joint efforts of all parties.

Deng Yali stressed that vigorously developing China's green tires and realizing industrialization is not only an important part of China's strategy of strengthening the rubber industry, but also another new strategic goal of the tire industry after the realization of meridian. China's development of green tires requires the establishment of new industrial standards and market access conditions, the advocacy, encouragement, support and cooperation of government departments, automobile manufacturers, transportation industry, users and consumers, as well as the joint efforts of foreign advanced technologies, practices and experience at multiple levels and in multiple directions, To promote China's tire industry to enter a new stage of transformation and upgrading, green development and intelligent development is the original intention of holding this forum, which is also in line with the theme of this forum - "green, intelligent and scientific".

Pan Aihua pointed out that the green development of industry has become an important trend in the world, and the development of green tires is the main measure for China's tire industry to realize structural adjustment and from large to strong. In this context, it is of great practical significance and urgency to develop green tires, explore intelligent tires and promote the scientific development of tire industry. To this end, China Rubber Industry Association has done a lot of work. In order to standardize the operation order of the industry, curb overcapacity and low-level redundant construction, the Ministry of industry and information technology organized the preparation of the entry conditions for the tire industry, which put forward new and higher requirements for technology, quality, equipment, energy and raw material consumption and environmental protection. At present, the Ministry of industry and information technology has completed the publicity process of tire industry access conditions, which will be released as early as July. The announcement system is an innovative industry management mode of the Ministry of industry and information technology. It has been carried out in iron and steel, non-ferrous metals, building materials and other industries for several years. It is hoped that it can also play a good role in the management of tire industry in the future.

Pan Aihua stressed that since entering the new century, there are not only rare opportunities, but also many difficulties, risks and challenges. China's tire industry should speed up structural adjustment, promote transformation and upgrading, strengthen innovation drive, vigorously develop circular economy, promote energy conservation and emission reduction, and embark on a green and low-carbon industrial development path in accordance with the requirements of new industrialization. Therefore, we should strengthen the guidance of industrial policies, actively promote the adjustment of tire industrial structure and realize the transformation from large to strong. He made three suggestions:

First, adhere to the market as the leading role and give play to the decisive role of the market in allocating resources. Encourage enterprises with comparative advantages to eliminate backward production capacity, improve industrial concentration and guide the development of industrial agglomeration through strong alliance, merger and reorganization; Realize the industry innovation drive, improve the industry independent innovation ability, encourage tire enterprises to increase R & D investment, carry out independent innovation, implement brand strategy, improve product technology level and improve the core competitiveness of enterprises; Encourage the development of circular economy, improve the level of emission reduction and pollution control and comprehensive utilization of resources, establish and improve the management system of old tire recycling, and promote the coordinated development of new tire production, old tire retreading and waste tire recycling.

The second is to carry out the announcement management of the entry conditions of the tire industry. To optimize the layout of enterprises, new construction, reconstruction and expansion projects must comply with norms and industrial policies, and meet the requirements of regional ecological environment and land use norms; To standardize the process, quality and equipment, tire production enterprises must choose energy-saving and environmental protection process routes and equipment, and enterprises should have complete quality testing equipment; It is necessary to strictly control the consumption of personnel and resources. Tire production enterprises should establish and improve the personnel management system, strengthen human resource management, encourage the establishment of personnel management centers, and regularly carry out benchmarking and standard inspection of energy efficiency and resource consumption.

Third, strengthen industry self-discipline and actively play the role of industry associations. Guide and encourage enterprises to implement brand strategy, develop their own trademark products, maintain their own brand image, improve brand awareness and reputation, and constantly improve brand influence; Encourage tire manufacturers, marketers and automobile manufacturers to establish strategic cooperative relations, innovate service concepts and business models, and change tire management methods; Guide tire production enterprises to cooperate with marketing enterprises, large transportation groups and comprehensive utilization enterprises of waste tires, and establish a marketing model of old renovation and old for new.
